When precision instruments are lacking, a study of public opinion is inevitably exposed to the danger of willful or involuntary deformation on the part of the interpreter. Two conditions appear essential if the margin of error is to be reduced to acceptable limits, thus qualifying such an inquiry into peoples’ minds to enter the realm of the respectable social sciences. These requisites are a first-hand knowledge of a nation’s institutions, political make-up and psychology, and an objective viewpoint.
